India’s first post office savings bank ATM inaugurated in Chennai.




 Union Finance Minister P. Chidambaram on Thursday inaugurated the country’s first post office savings bank ATM at the Head Post Office in Thyagaraya Nagar here. The ATM was part of an Information Technology (IT) modernisation project of the Department of Posts.
Mr. Chidambaram said a total of Rs. 4909 crore had been allotted for the modernisation in the interim budget. “The launching of the ATM was a step towards making the department a completely technology oriented one,” he said adding that the Core Banking Solutions (CBS) scheme would benefit as much as 1,55,000 post offices.
Mr. Chidambaram said the ATM would run on a trial basis for six months. Afterwards, it would become an interoperable where cards of other banks could be used.
Commenting on the future of post offices in the IT era where sending letters and post cards had become a rarity, Mr. Chidambaram said the department was inventing new strategies to keep itself on the growth trajectory. For parcel services, people still preferred the post office, he observed.
Secretary of Department of Posts Padmini Gopinath said about 2800 such ATMs would be installed by end of 2015. Sixty-two post offices covering 64 lakh accounts had already migrated to CBS. “Over 26,840 post offices will adopt CBS by 2016. All account holders will be provided with an ATM card,” Ms. Padimini said. She said the department was also toying with the idea of starting e-commerce services in rural areas to improve its earnings.

NOTIFICATION


 Centralised notification has been published by Recruitment Division of Department of Posts, Ministry of Communications & Information Technology vide their letter No. F. No. A-34012/10/2014-DE dated 21-02-2014. Last Recruitment for PA/SA was called during August 2012 for filling up the vacancies for 2011 and 2012. Examination was held in different phases during April 2013 to September 2013 and results were published during October-December 2013. Now this notification is for filling up the vacancies for 2013 and 2014.
The detailed notification read as follows:
 Applications are invited from the eligible applicants for filling up of posts of Postal Assistants/Sorting Assistants/Postal Assistants (Savings Bank Control organization)/Postal Assistants (Foreign Post Organization)/Postal Assistants (Returned Letter Offices)/Postal Assistants (Mail Motor Services) And Postal Assistants (Circle And Regional Offices) for the year 2013-2014 in 22 Postal Circles in the Country in the Pay Band 5200-20200 with 2400 Grade Pay + other admissible allowances for the years 2013-2014.
Age limit: 18-27 years:
(a) For General Category (Unreserved Applicants ) the applicable relaxation is provided to persons belonging to SC/ST/OBC/PH/Ex-servicemen Candidates as per the extant orders. The age limit will be as on 27/03/2014
Educational Qualification:- (1) 10+2 standard or 12th class pass from a recognized university or Board of School Education or Board of Secondary Education with English as a compulsory subject (excluding vocational streams).

Clarification on submission of DET by Post offices migrated on CBS .


The clarification is given below.

This office has received several queries on the issue regarding submission of DET file by Post offices migrated on CBS platform.
This issue has been discussed with CEPT Mysore and the solution of issue is
“In Accounts MIS application, the Office can select their office as a Non-SB office. If the same is selected, then the DET file will get transmitted without SB data.
The offices which are migrated to CBS platform can select this option and transmit DET file.”
It is, therefore, requested to kindly make above modification in Account MIS so that such offices can transmit DET file.

India Post to seek labour secretary help as IT firms refuse mail delivery.


CHENNAI: India Post plans to approach the state labour secretary to convene a meeting with heads of information technology companies in the city who are refusing to allow postmen to deliver mail at their offices. 

Mervin Alexander, post master general (Tamil Nadu), told TOI that appeals to the National Association of Software and Services Companies (Nasscom) to intervene in the matter were in vain and hundreds of letters were being returned daily as IT firms were refusing to cooperate with postal authorities.
 

"Several parents of IT company employees who live in rural areas without internet connection write letters to their children which are not allowed to be delivered to them," Alexander said. A Nasscom official said they were trying to sort out the problem. "We've called administration managers for a meeting of IT company heads to ensure employees do not miss mail," the official said.
 

Earlier, hundreds of 'rakhis', letters and articles sent by Speed Post to IT companies in Sholinganallur, Perungudi and Thoraipakkam were returned to India Post offices with the companies saying they did not have the men or machinery to distribute the items. India Post officials said more than 5,000 letters and parcels, many with credit and debit cards, Aadhaar cards and more than 1,500 rakhis, were lying in the Sholinganallur, Perungudi and Thoraipakkam post offices.
 

Alexander said this was a "gross violation of human rights". "How can companies stop their employees from receiving letters and rakhis?"

All post offices to start working on new technology by 2015 - Finance Minister P Chidambaram.


NEW DELHI, FEB 17:  All 1.55 lakh post offices will starting working using modern technology by next year, Finance Minister P Chidambaram said today.


“The IT modernisation project of the Department of Posts with outlay of Rs. 4,909 crore will be operational by 2015 in all 1.55 lakh locations,” the finance minister said.

The IT modernisation project with this outlay was approved by Cabinet Committee of Economic Affairs (CCEA) in November 2012. It has to be implemented through eight projects which include core banking system technology, IT-based management at post offices, business intelligence system to analyse and project new business opportunity.

The project aims at increasing efficiency, quickening transactions and enhancing transparency at all 1.55 lakh post offices in the country.

Under the project all rural post offices are to be provided with 1,30,000 handheld devices which will come with smart card readers for financial transactions, solar panels for charging them, biometric readers for immediate identification and thermal printers for immediate printing of receipt.

The devices will enable post offices to deliver services at the door step of the customer.

The postal department has computerised about 25,000 departmental post offices but rural post offices will be provided handheld devices for digitising records.

Solution given by SDC chennai is given below.

The problem relates to corrupted tables in the POST database.

Take the backup of POST database.

Run the query given below from SQL Query Analyser after taking a backup. Run the queries one by one. On successful execution of first query, you run the second query. After running the second query run third query. For each set of queries, copy down the results and send it to us.

Also ensure that all users are logged out of sanchaypost.

 With regard to the issue of non receipt of electronic data by the Post Offices, various reasons noticed by CEPT and the solutions for the same are furnished below.

Two Script to be run by Post Offices which will solve the upgradation mistakes done by the Post Offices.

The ParcelNet update is kept available for downloading by all the Post offices in ftp site of CEPT at location ftp://ptcinfo.org/Meghdoot7/Updates/. All the Post Offices have to download and upgrade their software to the ParcelNet Update.

If any errors are being displayed while doing upgradation, the log folder has to be sent to CEPT for analysis and suitable solution.

The Delivery Post Offices are changing their office type in Point of Sale module
The Office type of all Delivery Post Offices shoule be selected as "Post Office" in Point of Sale module. This option is available for  Point of Sale Supervisor in Environment option).

eCounter Dababase was not upgraded properly
An eCounter database script containing all the earlier scripts is attached herewith. Please cause to run the same in all the Post Offices.

Booking information is not available in the Central Server, even though the articles are booked through the system. This can be due to errors in creation of messages/transmission of messages.
The Booking offices have to check the ParcelNet Website on daily basis and ensure that the articles booked by them on previous day are reflecting in the Booking MIS report.  If any deviation is there, they need to take up the issue with CEPT, so that CEPT can provide solution for transmission of data.

Parcel Net Improvements.


The following reports are developed and deployed in the ParcelNet Webiste as per the requirement of Directorate

a) COD Articles Undelivered  Report:  This report is available under MIS option. Separate reports are provided for All India Level, Circle Level, Region Level, Division Level and Office Level.  All the reports from Directorate level to Division Level will display the no of COD Articles pending, where as the office level report displays the article numbers also.

b) Offices Not upgraded to Version 7.9:  This report is provided under Reports option of the Website.  This report also shows a drill down report from Circle level to office level.  All the reports from Directorate level to Division Level will display the no of Post Offices which are not upgraded with Version 7.9 where as the office level report displays the current version of various applications of ParcelNet.

Further the following reports are made available for the COD Customers.

a) Booking Report:  This report displays the articles booked by the customer date wise (for a given date range)
b) Consolidated Delivery Report :  This report displays the number of articles delivered by the Post Offices. This is a drill down report from All India level to Office Level
c) Article Wise Delivery Report:  This report displays the article numbers of the parcels delivered by the Post Offices. This is a drill down report from All India level to Office Level
d) Article Wise Report:  This report provides consolidated status of each article  booked by the customer for a given date range.  It provides article number, date of booking, whether the article is delivered/returned to sender,  date of delivery/return etc
e) Change Password:  This report provides option to the customer to change the default password.

Operating Instructions for PRIEST Software

Installation Procedure

1.  The Prerequisite for this software to install is ‘.Net Frame Work 3.5’
2.  In case, this is not available in the system, in which ‘PRIEST’ software is being installed, Please down load it from using above link
3.  Download the installation zip file from the above link.
4.  Install the software by double clicking the set up file.

Circle Configuration

1.  Select Your Circle Name from the List.
2.  Type the Prefix of your Circle Policy Number. i.e., first two Characters of policies of your Circle. [Ex: for Delhi Circle the Policy No is : DL-123457-CS’ , the Please type DL in the box for Policy Prefix. 
3.  Select the status of the Office. Either Divisional or Regional [if the Status is ‘HO’ then select as Divisional Office only ]
4.  Press Save Button for saving the configuration.
5.  Restart the Application once again to get PLI / RPLI Barcodes.

Operating Instructions For PRIEST Software

6.  Generate the PLI / RPLI PR Labels using PLI/ RPLI Web Application under PR label generation 
Report. (As being done regularly. Proposal Men >PR Label Printing->Enter Start Date and End Date 
7.  A PDF file will be generated. Please save this file with some name at a suitable location. 
8.  Now Open PRIEST Application to generate PR Labels with barcodes.
9.  Select the Pr Label File that is generated and saved at Step 2, by clicking on the Browse Option.
10.  After Selecting the File (PR Label file in PDF Format) click on Bar code PR Label Button and wait till the new file with barcodes is generated. The file will automatically open on the screen. Please print the same.

GUIDELINES AND INSTRUCTIONS FOR SENDING FILES OF DATA PROFILING TOOL.


1.       What is Data Profiling tool (DPT)
Data profiling tool is computer software application/program developed by M/s Infosys to find out the discrepancies in the currently running database of Sanchay Post application. This application can be installed and executed as per instructions issued by SDC, Chennai.

2.       Output of Data Profiling Tool
Data profiling tool generates and provides the data discrepancies outcome in form of CSV files. Out of the generated CSV files one encrypted file is generated containing “_ency.csv” characters. The file name will be prefixed with some other characters also.  Example:

Overall Summary Report 8 Jun 2013 13.9.58_ency.csv
The file containing “_ency.csv” characters is the encrypted file and cannot be read. Any attempt to modify this file will corrupt the file. For reading purpose non-encrypted file is also generated by the tool.

3.       What is PO Code
The PO code is code assigned to all Head Post offices and Sub Post offices under CBS Monitoring Web Site. This code is prefixed with the PIN code of the respective office. The offices which are able to login in the CBS Monitoring web site can simply find this code in the first page of web site itself which is reflected as “OFFICE CODE” in the right top corner.


4.       What is to be Done

a.       Rename the encrypted file generated by Data Profiling Tool
The file name for encrypted file is to be changed in the following format
PO CODE + _ency.CSV
Example: For Ajmer HO the file shown in step 2 will be renamed as
305001512_ency.CSV
NOTE: If the file is not properly renamed or encrypted file is not used , the decoder application at Directorate will 
reject the file and will not be used for uploads.
b.      Email the renamed encrypted file

·         `The Subject of the e-mail should be CBSMON only. The emails with any other subject characters will be rejected by the decoder application.
·         Attach the Renamed Encrypted file to the mail.
·         Send E-Mail to dopmonitoring@gmail.com

5.       What happens at Directorate.
The files received at above email Id will be received, the attachments will be downloaded and decrypted. The data files for CBS Monitoring web site will be created through the decrypted files and then the data files will be uploaded at the CBS Monitoring web site by next working date.

Instructions To Install

1. Create a folder called SPPackage.
2. Download the SPTool_v.zip file from the site given by DoP and Save the .zip file to the SPPackage folder.
Note: Always download the latest version or specified version from above site.
3. Extract the zip file and put the contents of the zip file in the folder SPPackage created in step 1 

How To Execute SPTool

Preconditions: -
Before executing SPTool the following needs to be done.
  • Open the SQL Management Studio/ SQL Enterprise Manager.
  • Check for DCL user in the SQL server.
  • Open the sptool.reg present inside the SPPackage folder using Notepad.exe.
