Sibal says keen on getting banking licence for India Post.

Mumbai: Faced with opposition from the Finance Ministry to India Post getting into banking fray, Communications Minister Kapil Sibal on Friday said his department will battle it out to ensure that it gets a lender's licence.

"We have been trying very hard to persuade the Finance Ministry and we are yet to go some way to convert the Postal Department into a post bank. We have been fighting this battle and we are not going to give it up till we reach a logical conclusion," he told reporters after inaugurating the Postal Department's National Data Centre at Navi Mumbai near here.

India Post to install 3000 ATMs, 1.35 lakh micro-ATMs by September 2015

MUMBAI: Even as its application to start a commercial bank is pending, India Post has drawn a massive plan to install as many as 3,000 ATMs and 1.35 lakh micro-ATMs at the ubiquitous post offices across the country for savings account holders by September 2015, a top official has said.

"We will be starting with three ATMs to be installed in New Delhi, Chennai and Bangalore on February 5 and then ramp it up gradually," postal department secretary Padmini Gopinath told a select group of reporters here over the weekend.

She said 1,000 ATMs with the India Post branding will be put in within the first year, which will be ramped up massively to 3,000 in the next 18 months.

To start with, the ATMs can be used only by 26 crore savings account-holders who save with the postal department, but Gopinath exuded confidence that within six months of the launch, they will get the interoperability permission from the Reserve Bank.

COD Articles Invoicing Issue due to wrong PIN Code captured at the time of booking.

Some Circles had brought to the notice of the Directorate the problem faced with delivery of COD amount received with Business Parcel COD articles in post offices due to wrong entry of PIN Codes of Delivery post office at the time of booking of these articles. As a result, even though the article has reached the correct delivery post office, the office concerned has not been able to extract the information relating to COD amount etc, invoice the article and take further action in the matter.

In order to solve the problems stated above, a script has been prepared by CEPT and kept on their FTP site (of CEPT). The script (Invoice_CODArticles.exl),  which will allow invoicing of COD parcels without validating the pincode of the office.

CLICK HERE TO DOWNLOAD THE SCRIPT FILE.

Post offices can download the same from the Postman folder of “SolutionsToParcelNetUpdate” available in ftp site. Once the script is run by the Post Offices, all COD articles in respect of which electronic data is available, can be invoiced and delivered through that Post Office, even though the pincode of the post office does not match with the delivery pincode selected at the time of booking.

Help Desk Management System (HDMS) to be made operational from 10/01/2014 by CEPT Mysore.

The newly developed ‘Help Desk Management System (HDMS)’ to be made operational from 10.01.2014 is an attempt to standardize the mechanism of providing support to the field units in respect of various technical issues in a number of application packages developed by CEPT, Mysore. At present the technical support is being provided through email using the support email id (support@ceptmysore.net).
This existing system has a number of limitations of which the most important is the limit of sending emails via Gmail on a particular day resulting in delayed replies to the field units. Moreover a particular issue is being raised at various levels e.g. PO / Division / Region / Circle multiple times resulting in multiple handlings of same case thereby delaying the new cases. “Help Desk Management System (HDMS)" is developed as a solution to a number of such issues. This application is hosted over the website of CEPT i.e. http://cept.gov.in under the ‘Support’ Menu.
The Salient features of this application are as follows:
1. Only registered users having valid user id and password (registered for logging into the CEPT website) can raise a technical issue, called “Ticket”, in respect of pre-defined modules. Any departmental employee can register as a user of CEPT Website & resultantly use the HDMS following due procedure detailed under the Signup link on the Home Page of http://cept.gov.in.
2. The technical issues can be raised for all types of applications developed / maintained by CEPT & being used at all types of offices in the department. However in the first phase of HDMS, a ticket can be raised in respect of 25 major modules / application / website being used at 06 major types of operative offices. The remaining applications / office type is planned to be included under HDMS in second phase subsequently.
3. Each technical issue raised is allotted a unique identity called “Ticket Number” automatically. All correspondences in connection with a particular issue may be seen under this unique ticket number. The user / ticket raiser may remind the CEPT in case the ticket raised by him is not replied within a pre-fixed time frame.
4. Each operative unit shall be mapped to the concerned Division / Region / Circle, which in turn will be able to view the tickets raised for the units under their administrative control. They can also remind on the pending tickets.
5. All the issues raised and solution provided by CEPT will be available for scrutiny at any time and thus in long run, the replies furnished by CEPT will be used to build a knowledge base.
6. The users are encouraged to provide their feedback on the application as well as on the individual tickets.
7. Please click on User Manual for Ticket Raiser to understand the functionality of the various options under HDMS

How India Post plans to stay relevant as emails take over.

India Post has grand plans for 2014. It launched two new parcel services recently - Express Parcel and Business Parcel - which it hopes will generate Rs 100 crore in annual revenue. It is working closely with e-commerce players. It has also begun a campaign urging people to send New Year greeting cards by post.

P Gopinath, Secretary, Department of Post, Ministry of Communications & Information Technology, lists out India Post's plans for 2014. "We will complete the networking of almost 25,000 departmental post offices across the country. The roll out of core banking solutions in the post office savings bank and an ATM network across the country is also on the cards. The other new initiatives include central server based applications for post offices, mail offices, administrative offices and pay and accounts offices and setting up of 28 new parcel hubs across the country to handle the e-commerce traffic."

There has been a lot of buzz around India Post's new positioning. Under Project Arrow, 2,515 post offices across the country have been modernised under a branding programme.

"In the current financial year, 110 Post offices are being modernised under Project Arrow. The project, which has a core operations monitoring system for savings banking and mail services, has played an important role in enhancing the image of the Post office in the minds of the people," adds Gopinath. Project Arrow received the Prime Minister's Award for Excellence in Public Administration for year 2008/09.

India Post, among its other new initiatives, plans to open 21 more Village Post Offices in 2013/14. By the end of 2015, it will add 80 more village post offices.

With snail mail diminishing and emails taking over, what does India Post plan to do to retain its relevance? "There is no doubt that personal communication in printed form has declined and will further decline in the years to come," says Gopinath. "This is a global phenomenon and India is no exception.

Mail, however, is being re-invented in its e-avatar. We are going to launch the e-Summons service for the judiciary wherein the acknowledgment for the delivery of court summons shall be transmitted and delivered through e-Post.

The court server will be automatically updated after a particular summon has been delivered on a particular date. This will help speed up court cases as proof of those who have been summoned will be available with the judiciary in real time and no excuse for non-receipt of summons will come in the way of delay in court hearing." He adds: "Similarly, through e-post the education department can send communications to all its teachers who are located in various parts of a district/state."

Gopinath is also banking on physical greeting cards. "Greetings sent through email or SMS/MMS are generally deleted as these choke the inbox," she says.

"The emotions conveyed through printed greeting cards are precious particularly if these are sent by near and dear ones and will be cherished by the receiver long after the sender may have forgotten them. The greeting card to a grandchild becomes more valuable if a My Stamp [personalised stamp] postage stamp containing the grand mother and grand father's photo is affixed. If a child is born, parents should affix his/her photo on a My Stamp and send a card announcing the new arrival. Not only will near and dear ones get the information about the new addition to the family, but they will also see the photo of the new born in My Stamp."

-As told by P. Gopinath, Secretary, Department of Post, to Business Today's Arunima Mishra.
